Donna G. Warren

Donna Warren worked for the Federal Aviation Administration for 40 years.  She spent the latter 30 years working as one of the Agency’s leading experts on aviation environmental issues.  Upon her retirement from the Agency in 2015 she was the Manager of the Environmental Policy Team in the Air Traffic Organization's (ATO) Mission Support Services.  In that role she was responsible for developing and maintaining ATO's environmental policy and environmental guidance on all matters related to airspace and air traffic procedural changes.

Also while in the ATO, Donna served as the Environmental Tools Program Manager, leading the development of ATO's Noise Integrate Routing System (NIRS), the associated NIRS Screening Tool (NST), the new Aviation Environmental Screening Tool (AEST), and the TARGETS Environmental Plug-in.  These tools served as FAA's standard for assessing and evaluating environmental impacts associated with air traffic procedural and airspace design actions.  As Environmental Policy Manager, Donna led the environmental review for the first 11 Metroplex Program locationsThis program is examining options for the optimization of airspace and procedures in major metroplex areas including Washington, DC; Houston, TX, North Texas, Northern and Southern California, among others.

Donna also represented the ATO and the Agency on numerous internal/external, domestic/international working groups including the UC Davis Noise and Air Quality Symposium Program Committee and the Civil Air Navigation Service Organization (CANSO).  She was also instrumental in the streamlining of ATO's environmental processes through her NAV Lean program participation.
